THARAKA NITHI GOVERNOR NJUKI FACES ARREST AFTER REPEATEDLY SNUBBING SENATE SUMMONS

The Senate Standing Committee on Education has directed the Inspector General of Police, Douglas Kanja Kirocho, to issue a warrant of arrest for Tharaka Nithi Governor Muthomi Njuki and secure his attendance before the Committee following his continued failure to honour summonses to deliberate on the implementation of Early Childhood Development Education (ECDE) and County Vocational Education and Training programmes in the County.

The Committee took the decision today after Governor Njuki failed to appear before the Committee despite repeated invitations and summonses issued since March 2026.

The Committee had initially invited the Governor to appear on 12th March 2026 to deliberate on the status of implementation of ECDE and County Vocational Education and Training policies in Tharaka Nithi County. Following a request by the County Government, the Committee rescheduled the meeting to 16th June 2026, but the Governor again failed to honour the invitation.

The Committee subsequently rescheduled the meeting to 16th July 2026, and later summoned the Governor to appear on 4th August 2026, requiring him to submit written information on the implementation status of ECDE and County Vocational Education and Training programmes. He failed to honour the summons.

At its sitting on 4th August 2026, the Committee resolved to issue another summons requiring the Governor to appear on 8th September 2026 and imposed a Ksh.500,000 fine for failure to honour the Committee’s summonses. The fine was communicated to the Governor on 19th August 2026.

The Governor nevertheless failed to appear before the Committee on 8th September 2026 and did not pay the fine imposed.

The Committee subsequently issued a further summons requiring Governor Njuki to appear before it today, 1st October 2026 at 11.00 a.m., to provide information and written submissions on the implementation of ECDE and County Vocational Education and Training policies in Tharaka Nithi County. The Governor again failed to honour the summons.

The Committee has now escalated the matter by directing the Inspector General of Police to issue a warrant of arrest and produce Governor Njuki before the Committee on 17th November 2026 at 9.00 a.m.

The Committee’s action underscores the Senate’s constitutional oversight role over County Governments and its mandate to scrutinise the implementation of devolved functions, including ECDE and Vocational Training.

The Committee has maintained that the Governor’s attendance is necessary to enable Senators to obtain clarification on the implementation of County education programmes and assess the challenges affecting the delivery of ECDE and Vocational Training services to residents of Tharaka Nithi County.

The Governor is expected to appear before the Senate Education Committee on 17th November 2026 at 9.00 a.m.
