President Ruto has given his word to teachers that he will consider honoring their request to shorten the review cycle of the Collective Bargaining Agreement (CBA) from a period of four years to two years.
According to the teachers, they would like the four years cycle of reviewing the CBA between the Teachers Service Commission and their unions to be reduced to two years.
Speaking in Kasarani on 5th October 2026, during the World Teachers’ Day, President Ruto stated that the reduction of the implementation timeframe will be considered upon the completion of the current 2025–2029 CBA.
“Because we have signed the current one, we will return to the 2-year plan when it’s over,” Ruto said.
“You are now telling me two years have passed and you want us to switch to the two-year plan. Just as you give learners homework, so will I take this as homework, and I will come with answers. Leave that to me. I know what I am saying.” He affirmed.
The head of state went ahead to praise the Social Health Authority (SHA) by highlighting that it has improved access to health services making teachers beneficiaries.
He went ahead to say that teachers can now receive in-patient services in 3,871 facilities up from 900, doubling visit rates from 7% to 14%.
” It is now at per with that of other civil servants,’’ Ruto said.
According to the President, SHA has covered 415,608 teachers and 884,392 dependents as of the month of September in 2026.
President William Ruto added that the Kenyan government is fast forwarding the remuneration of retirement benefits to teachers, in a bid to see to it that teachers receive their benefits within 10 days of retirement.
Ruto clarified that the deal is being negotiated between the Teachers’ Service Commission and the national treasury.
“As of July, 1, 2026 TSC and the Treasury began implementing the Pension Management Information System to fast-track retirement benefits,”
“Records are being uploaded and within the next three months we will pay a teacher’s retirement benefit within 10 days of retirement.” he said.
The head of state applauded teachers for accepting dialogue when it comes to salaries and other employment terms, saying there is absolutely no need for teachers to protest on the streets over issues that can be solved cooperatively and peacefully.
